Steve Baron has over 35 years of experience in public mental health service with extensive experience in program development and managing large complex behavioral health systems.

In the late 1970s Steve was part of Sinai Hospital’s Department of Psychiatry leadership team that in conjunction with a group of Baltimore businessmen developed People Encouraging People, Inc. (PEP). Steve served as PEP’s first Executive Director from 1979-1988.

From 1988 to 2006, Steve was president of Baltimore Mental Health Systems, Inc. (BMHS) the mental health authority for Baltimore City. BMHS was known for its development of a range of innovative community-based programs for Baltimore City residents with Serious Mental Illness, its leadership in increasing affordable housing for people with mental illness, and its work in expanding school-based and early childhood mental health services.

In 2006, Steve began a nine year tenure serving as the Director of the Department of Mental Health for the District of Columbia. During his time as Director, there were many improvements in the District of Columbia’s public behavioral health system that enabled the District to end the Dixon case which was a 37 year old federal court oversight of the District’s mental health system.

In 2013 the Department of Mental Health was merged with the substance use disorder authority to become the Department of Behavioral Health (DBH). Steve was appointed by DC Mayor Vincent C. Gray to serve as DBH’s first director.

Since March of 2015 Steve has served as the Executive Director of the Maryland Behavioral Health Network.
